Publication Fees (APC) Policy
The Herald of the National Children's Medical Center operates under an Open Access publishing model. All published articles are freely available to readers without subscription or access charges.
The journal’s standard Article Processing Charge (APC) is:
USD 100 per accepted article
However, for manuscripts accepted for publication during the 2026 calendar year, the APC is fully covered by the journal’s Owner and Issuing Body — the National Children's Medical Center of the Republic of Uzbekistan. Authors of articles accepted in 2026 are therefore not required to pay a publication fee.
Submission and Peer Review Fees
The journal does not charge authors for:
- manuscript submission;
- initial editorial assessment;
- peer review;
- submission of revised versions;
- rejected manuscripts.
No payment is requested before a final decision on acceptance has been made.
APC in 2026
For articles accepted for publication between 1 January and 31 December 2026:
- the standard APC is USD 100;
- the full APC is covered by the journal’s Owner and Issuing Body;
- authors are automatically exempt from payment;
- no separate waiver application is required;
- no APC invoice is issued to authors.
This financial support does not influence peer review, editorial assessment, or the decision to accept or reject a manuscript.
Purpose of the APC
The APC is intended to support costs associated with:
- administration of manuscript submission and peer review;
- editorial and technical processing;
- language and formatting checks;
- copyediting, typesetting, and article preparation;
- preparation of PDF and online versions;
- DOI registration and metadata management;
- online hosting and maintenance of the publishing platform;
- dissemination, operational backup, and maintenance of published content.
The APC is a charge for publishing services and is not a payment for acceptance of a manuscript.
Editorial Independence
All editorial decisions are made solely on the basis of:
- scientific quality;
- originality;
- relevance to the journal’s Aims and Scope;
- methodological rigor;
- compliance with ethical and editorial requirements;
- the results of independent peer review.
Payment, exemption from payment, or financial support must not influence the evaluation, acceptance, rejection, prioritization, or publication of a manuscript.
Publication Fees in Subsequent Years
Full coverage of the APC by the journal’s Owner and Issuing Body currently applies only to articles accepted during 2026.
The applicable APC, waiver conditions, discounts, or other forms of financial support for subsequent years will be published transparently on the journal website before manuscript submission and before any payment is requested.
Any newly established or revised fee will not be applied retrospectively to articles already accepted under previously announced conditions.
Additional Charges
The journal does not apply hidden publication charges.
No additional mandatory fee is charged based on:
- the number of authors;
- the number of revised versions;
- the author’s country or institution;
- the duration of peer review;
- the number of tables, figures, or references.
Reader Access and License
Publication fees do not create access charges for readers.
All articles are published in accordance with the journal’s Open Access Policy under the Creative Commons Attribution 4.0 International (CC BY 4.0) License.
